Many fish farmers do buy fingerlings that they raise and sell but you can decide to hatch your own fingerlings.
Do brood selection where you select which fish you will make use of in the hatching process. First, weigh the fish to ascertain its weight. Inject the fish with half its body weight of Ovulin hormone. Inject the fish along the lateral line and after injecting the fish with Ovulin, send them back to the pond for 8 to 10 hours.

Pond Preparation

Preferably use a concrete pond. First, wash and disinfect the pond of any bacteria. If your water isn’t suitable for fish rearing, first use a water treatment plant to treat your water.
Wash and disinfect any fish nets that will be used. You can disinfect the nets using potassium permanganate because it’s known to be a universal disinfectant. 
After filling the pond with water, tie a net on the pond over the water.
Use a water test kit to test the quality of the water. Test for parameters like water pH, water hardness, and ammonia content.

Hatching of fingerlings

Squeeze the fish around the lower abdomen to strip out the eggs into a bucket and weigh the eggs from the brood stock.
Kill the male brood stock and dissect it to remove the sperm sac. You can cut the sperm sac onto a plate and add saline solution or put it directly into the eggs.
The prepared sperm solution is poured into the eggs and mixed to fertilize the eggs.
Spread the eggs onto the net just above the water in order for the eggs to hatch.
