First, separate cloves from bulb and plant only the big cloves because the bigger the cloves, the bigger the size of the bulbs yielded. Similarly, planting garlic means pushing clove into soil and so they are planted 20cm apart near top ground during winter to prevent it from rotting.
Furthermore, add fertilizer like chicken manure which is high in nitrogen for foliar growth and water the garden to spread fertilizer evenly. Finally, apply more fertilizer about 6-8 weeks after planting.
